Oksana Baiul, that’s who. The little Ukrainian that could showed up in her weird swan-headdress and ruined everyone’s storyline, and she did it when she was only 16 years old. As it unfortunately tends to happen; so much fame and pressure at a young age got to her, and Baiul ended up partying too hard and drinking too much. She has since won her battle with alcoholism, but it looks like she lost her battle with Bottox, as the former ice princess now has features that look way too plump and smooth. Every part of her face, her cheeks, chin, forehead, and lips all seem to have either Botox or Restylane injected in them. It gives her a very unnatural look, which is especially unfortunate in light of how pretty she was in her younger days.
